Prep & bake base
Preheat oven to 375°F (190°C). Line a 9×13″ pan with parchment or grease it. Cream butter with both sugars until light and fluffy. Add eggs one at a time, then vanilla. Whisk flour, soda & salt, then mix until just combined. Fold in chocolate chips. Spread half the dough evenly in the pan; bake for ~8–10 minutes until edges are set and top is lightly golden -
Make caramel–peanut butter layer
While base bakes, melt caramels with evaporated milk in the microwave at 50% power: ~1–2 minutes, stirring every 30 seconds until smooth. Stir in peanut butter until fully blended -
Assemble
Remove pan from oven, pour caramel–peanut butter mixture over baked layer. Drop remaining dough by teaspoonfuls on top. It doesn’t have to fully cover the filling—some gooey pockets are great -
Bake & cool
Bake 17–20 minutes at 375 °F until top dough is golden brown and caramel bubbles. Let cool completely in pan (ideally 30–60 minutes) so caramel sets. Chill 30 minutes in fridge for neater slicing (optional but helpful) . -
Cut & serve
Lift bars using parchment overhang. Slice into squares and sprinkle flaky sea salt on top if using.
